The City of Moorpark

Moorpark became Ventura County's tenth city on July 1, 1983. It is a general law city and operates under a council/manager form of government. The four City Council members and Mayor are elected at large and set policy on all City matters. Council members are elected for four-year terms. The Mayor is elected for a two-year term  

The City Council appoints the City Manager, who has the responsibility for carrying out the directives of the City Council and the day-to-day operations of the City. The City is organized into seven operation departments - Administrative services, (Deputy City Manager), City Clerk, City Engineer, Community Development, Community Services, Public Safety, and Public Works. Police services are provided under contract with the Ventura County Sheriff´s Department. City Attorney and City Engineering and Building and Safety services are provided under contract with private firms. The City has 40 full-time employees spread over its five in-house operating departments. The County provides fire protection, library, water and sewer services through special districts.

All businesses are required to register with the City prior to commencement of operations. This requirement applies to home based businesses as well as businesses located outside the City limits. The current registration fee is $30. There is no business license tax of gross receipts.

Four times a year, the City´s Department of Community Services publishes a Recreation and Community Services Guide which details numerous recreational, Senior Center and social activities in the City and provides information about City services.

The City provides hourly transit service during weekdays which serves all major points in the City, including schools, the college, downtown, Metrolink, shopping centers, parks, and the Campus Park, Mountain Meadows, Peach Hill and central residential neighborhoods.
